On Wednesday, 17 February, 2021, from 11.00 AM – 14.45 PM ICT, an online discussion meeting titled Standardization in the Field of Disaster Prevention and Mitigation Toward a Proposal for Area-BCM Framework, Global Supply Chain and Local Resilience was organized via Zoom and simultaneous interpretation service in English and Japanese languages was available through RSI X mobile application.
The activities consisted of opening remarks, keynote speech, presentations, and panel discussion from the representatives of ISO/TC292/SG2 National Committee, SATREPS DREAM (Area-BCM) Project, and Japanese Standards Association with participation from corporate BCM departments, local government commercial, industrial, and disaster prevention departments, Area-BCM and standardization experts.
The session began with Assoc. Prof. Eri Ino, an associate professor from Nagoya Institute of Technology, welcoming all participants and addressing the topic, followed by Prof. Dr. Kenji Watanabe, a professor from Nagoya Institute of Technology, reporting a general overview as well as schedule of the discussion. Consequently, Dr. Haruo Hayashi, President of National Research Institute for Earth Science and Disaster Resilience gave opening remarks followed by Dr. Ichiro Nakajima, Chair of ISO/TC292National Committee, giving a keynote speech on the issue of Security and Resilience Standardization in ISO.
Hence, 6 presentations proceeded as follows.

(4) Area Business Continuity Management by Dr. Hitoshi Baba Senior Advisor, Japan International Cooperation Agency (JICA);
(5) Overview of Kyoto BCP by Mr. Satoshi Funakoshi, Director, Disaster Risk Management Division, Kyoto Prefecture; and
(6) Overview of Area-BCM in Japan by Mr. Shigeo Otani, Senior Manager, Ridgelinez Co.,Ltd.
Lastly, Prof. Watanabe took on a role of Moderator and led the Panel Discussion and Q&A session. There were 3 points shared in the discussion as follows.
- The limitations of BCP/BCM of individual organizations in the event of a large-scale wide-area disaster
- Necessary parts to be standardized when multiple organizations conduct recovery and reconstruction activities simultaneously
- Purposes and target users of international standardization.
As a result, the presentations and panel discussion provided a fruitful and in-depth information and experience sharing on the importance of business continuity management (BCM) and business continuity plan (BCM) in a significant attempt to increase disaster resilience, move towards ISO standardization as well as embark on a broader range of collaborative initiatives with shared goals of expanding the horizon of Standardization in the Field of Disaster Prevention and Mitigation.
